WELCOME BACK TO TANKING ! 2 little buffs and 2 little nerfs: 5% to 8% is a little more than a little buff but, as far as physical damage is concern, put us a bit lower than warriors. My last tests showed that i was taking about 4-5% more damage than razor, by melee, against twin valkyrs who hit exactly the same way. 3% is not going to put us back to 3.1, but hell ... everything is welcome. The change in UA makes it viable again... very viable. pop 25% armor and ... well you get the picture. 36k armor means about 9k armor buff which scales from 65.5% to roughly... i'd say 73% or so. which makes it a much better cooldown than it is now.
The nerfs are to the 2 piece bonus and the to length of VB. VB, now already a terrible cooldown, having less length is even worse than 'last stand' and druids survival instinct that last more than 28 seconds unglyphed. The change to the 4 piece bonus is ... unfair and weird. I wouldn't go for that piece bonus even MORE.
I still wouldnt DW tank ... not having hard cap on expertise and that parry mechanic on bosses would rock my face thought it may be useful on bosses like northrend beasts which do not have an parry mechanic.
The Heart strike change is to compensate the armor penn nerf: it prolly accommodates perfectly for it. Scourge strike may become viable for unholy again: going 3/10/51 + whatever's left I would probably

I dont have unholy dps datat to go off of but just from last night it would prolly put me close to a 3 or 4% more damage maybe more.

Blood

Vampiric Blood (http://db.mmo-champion.com/s/55233/) now lasts 10 sec. (Down from 20 sec.)
Subversion (http://db.mmo-champion.com/s/49491/) now also affects Scourge Strike.
Frost
Frost Presence (http://db.mmo-champion.com/s/48263/) now reduces damage taken by 8%. (Up from 5%)
Threat of Thassarian (http://db.mmo-champion.com/s/66192/) now also affects Rune Strike.
Unbreakable Armor (http://db.mmo-champion.com/s/51271/) now increases your armor by 25% and increasing your Strength by 10% for 20 sec.
Unholy
Bone Shield (http://db.mmo-champion.com/s/49222/) cooldown has been lowered from 2 min to 1 min.
Dirge (http://db.mmo-champion.com/s/49599/) no longer affects Obliterate.
Tier 9
Item - Death Knight T9 Tank 4P Bonus (http://db.mmo-champion.com/s/67120/) - Decreases the cooldown on your Unbreakable Armor, Vampiric Blood, and Bone Shield abilities by 10 sec. (Down from 20 sec)
Glyphs
Glyph of Scourge Strike (http://db.mmo-champion.com/s/58642/) - Your Scourge Strike increases the duration of your Blood Plague and Frost Fever on the target by 3 sec, up to a maximum of 9 additional seconds. (Old - Your Scourge Strike has a 25% chance to cause Blood Plague and Frost Fever.)
Glyph of Unbreakable Armor (http://db.mmo-champion.com/s/58635/) - Increases the armor granted by Unbreakable Armor by 20%. (Old - Increases the amount of damage absorbed by Unbreakable Armor by 20%.)
Glyph of Vampiric Blood (http://db.mmo-champion.com/s/58726/) - Increases the duration of your Vampiric Blood by 5 sec. (Down from 10 sec)

There are absolutely no nerfs for DK's in the current ptr build for 3.2.2. The reduction of the CD's isn't nerfed, its adjusted to match. It still takes off the same ratio from the cooldown of each ability. Its just that now all the abilities are going to be available to use more often and, ideally, when they are more needed. Rather than all at once and then nothing for 2 minutes.

Also, now that ToT includes RS threat will be much more substantial as Frost. =D Can't wait.
